Okay, thinking of using one of these as a base for a project - from looking at the specs and photos, it would appear that the 62 has better pups, fancier pickguard and a tinted neck - considering I will be replacing pups and electrics and refinishing is there much else to differentiate between these in terms of build /component qualilty?

I have the ST-20 and I was not happy with its pups, nor the tuners nor the pots. The fret work was horrible. The neck itself is a great piece of maple and the body is basswood covered in ugly laminate. I would go with the St 62 just because I have seen Henning Pauli on youtube playing that guitar on many occasions and it sounds good to my ear. That said I dislike single coils but warmer single coils I like the vintage sounding.
Since you will change all of it any way it matters little what you take. The only thing you should look at is the neck imo; The ST20 has a modern C shape neck very natural and smooth and is very comfortable to play the only reason why I decided to relic that guitar and mod for future use. The St 62 has a bit thicker neck and has a lacker which some guitarist might sand down for better playability.
Its up to your taste really. The tuners on the St 62 should be all right according to the demo video. They are Kluson style same as on my L450+ and I just love these tuners they stay in tune very well.
I hope others here will add more to this discussion because I know a few lads here have HB st guitars

I have ST-20 too and the condition in which I got it was almost perfect. 2 slightly uneven frets, rest was pretty damn good for 79 euros. In my opinion, the ST-20 is more for when you're planning on changing the electronics and hardware. The ST-62 is already a very decent Strat copy. It depends on what you are going to change.
But if I were in your position, I'd go for the ST-62. Easier to sand, higher quality hardware and electronics, etc. You could sell the Wilkinson pickups (get some rebate, basically), keep the tuners (no-name tuners, good quality tho).
In short, ST-62, while keeping or selling the hardware.

I would also suggest the ST-62, I would think the difference in price is more than made up for higher quality hardware, electronics and also what looks like a nicer neck.

i got 2 st20s… one was perfect build quality and the other one needed muuuch work.
the st20 got no laquer on the back of the neck while the st62 is laquered… just if thats something that matters.
tuners and pickups should be better on the st62.
the bridges on my st20 are both really great
